Sadiq Khan wants Rent Repayments Orders doubled to a maximum of two years

The Mayor of London, Sadiq Khan wants the amount that tenants can claim back if their home isn’t up to scratch doubled, to two years’ worth of rent, for the worst properties which pose a risk of death or serious injury. For London tenants paying the average rent of £1,425 a month this could mean a pay-out of up to £34,000 for the worst slum conditions.

The Mayor has also repeated his call to be given the power to introduce rent controls in London, a demand considered by him to be even more important for tenants struggling with the cost-of-living crisis.

There is funding for a new qualification and training for local authority housing enforcement officers. These officers will clamp down on rogue landlords and agents, support vulnerable tenants and ensure rental properties are in decent condition and meet safety standards.

The aim of the course is to train those with little or no experience in environmental health or private rental housing up to the standard needed to carry out the duties of a private rented sector enforcement officer to tackle rogue landlords.

The Mayor’s new environmental health qualification is a key part of his ‘Better Renting Programme’, which aims to build skills and capacity across the capital’s PRS enforcement teams. To date, 265 officers have been trained in courses commissioned by the GLA including tenancy sustainment, supporting tenants in domestic abuse cases, and gathering evidence for prosecutions.

Learners studying the qualification spend time both in the classroom and working in borough enforcement teams as environmental enforcement officers. They also develop tenancy sustainment skills to allow them to mediate and resolve issues between landlords and tenants and better support tenants facing evictions and potential homelessness.

The Mayor of London, Sadiq Khan said: “Every single Londoner deserves a secure, safe and comfortable home. Nearly a fifth of London’s private rented accommodation doesn’t meet basic standards and it is clear that more needs to be done to support tenants.

“I want to see tougher penalties for rogue operators and this action can only come from the Government. Poor housing conditions and exploitative rents have an awful impact on both the physical and mental health of tenants and these actions need to have consequences. With the cost-of-living spiralling, Londoners also need the government to give us the power to bring in rent controls which may’s election gave us a clear mandate for.

“I also want to see boroughs empowered to stand up for tenants. This new qualification will give councils across London the workforce and expertise to mediate disputes, enforce standards and crackdown on the rogues who give the many honest operators in the sector a bad name.”

Khan 'wants' populist things to gain votes but which he doesn't have control over so doesn't have to do anything. Come election time he goes on about rent controls as if it's something he will do but it's not in his power - unlike transport and policing. Wonder how that's all going...

It is quite apparent now that all political parties including local Councils, are playing mind games with Tenants to their votes and popularity, by proposing and introducing tougher housing legislation against landlords, just to gain Tenants votes; at the peril of Landlords.

If you take for instance the ratio of number of individual landlords to number of individual tenants living in rented accommodation, this ratio could be as high as 1:4 in London, which theoretically means for upsetting 1 landlord they can gain 3 tenants votes, so it costs political parties absolutely nothing to bring in tougher legislation against the landlords to favour tenants; to pull their votes.

None of the political parties and local councils would give a damn about upsetting Landlords and losing their vote as they can gain 3 times as many votes from appeasing tenants.

This is no less than a bribery being offered to tenants, this is a cunning way to win votes, at the expense of landlords and upsetting them.
This is exactly what Sadiq Khan's new proposal are about.

It is to incite tenants to vote him in office, to appraise his policies, but how foolish can the tenants be for falling into this political trap, little do the tenants know that these sickening games of politics are directly causing their rents to shoot through the roof.

Tougher legislation and higher standards and insane amounts of penalties against landlords really means that rents will keep on going up and up and up, so no brainer here. You get what you pay for. If tenants want higher standard accommodation it will cost more to rent, is it any brainer?

Sadiq Khan is now playing this sick joke on tenants, which is going to hurt tenants pockets ultimately, his interest lies in increasing his own popularity at the expense of upsetting landlords and ultimately hurting the interests of tenants, so knowing very well that rents will go up, he then proposes Rent Controls!

What a charming politician, and so what he hasn’t thought about is one cannot go on abusing landlords squeeze the last drop of blood, so the consequences will be that many landlords will sell up and go and there will be even fewer affordable rental properties available to rent. This will ultimately drive the poor tenants out of London, so those few remaining tenants will be paying rents through their nose.

It really is time that tenants realised who they should vote and who otherwise will pay for higher standards, and higher legislation, with heavier penalties being proposed and imposed on landlords,

The dirty tricks politicians play to gain tenants votes which indirectly causes their rents to shoot up, that is the very reason rents are so high, a hard working tenant now pays a third of his wages towards his rent when he should be paying no more than about a quarter.

It is time that politicians stop bribing their way into gaining votes and popularity. A time will come if this offer of bribery don’t stop that rents will become almost half of one’s earnings.

So tenants please think before you vote any devious politicians that promises you better housing at the perils of landlords, their policies are going to bite you back, we are already stung badly.

Tenants are not really stupid either, they know if standards are driven higher, someone has to pay for higher standards, it will be the tenants. You do not get something for nothing.

Five percent of the population are wealthy and the balance are poor to a greater or lesser extent. The difference is stupidity and ignorance which is the average human condition.
There will always be the gullible,
How many of your tenants are smart with money?
Not many I suspect.
I have my doubts if Khan can impose such limitations. He is mayor of London and the individual councils control housing?
There is an election coming along soon. The gullible will vote for him.

Yes indeed but apart from a token gesture of a few features on BBC news recently, they continue to slag off private landlords instead. Even during these TV features it was a long time before they stated that the landlords were social housing or the council. The general public needs to be educated about the real situation.

Rent controls end up hurting people struggling to find cheap rental properties as it reduces the supply because tenants are locked in to properties that they don't want to move from as they will lose their amazing deal. It also reduces investment and stagnates the quality of housing. They will have to combine the rent controls with communist style management of every detail of a rental property. By removing the market from the picture landlords will struggle to sell their properties as new owners will be locked in to below market rents. People hoping to find cheap rental properties will have to join a waiting list for rent controlled properties, with many of the best ones going to special groups. The tenants "lucky" enough to live in a rent controlled property will moan about their landlords only ever doing the absolute minimum and purposely not doing things to encourage them to move, so they can get new a more updated rental value. This is what was found in the US where rent control were tried. It doesn't solve the problem and just stagnates the market.
