Sadiq Khan slams failure to pass Renters (Reform) Bill

Sadiq Khan has called the failure to pass the Renters (Reform) Bill “a huge betrayal” to renters.

The London Mayor reveals the number of no-fault eviction claims against private renters in London increased by 52% in the past year, which is more than five times the increase seen in the rest of England and Wales.

The Renters Reform Bill failed to pass before the general election.

Threat of eviction hanging over their heads

According to City Hall, in London alone, more than 30,000 renting households have faced a no-fault eviction claim since the government pledged to abolish them in 2019.

Mr Khan, says renters are struggling to find a place to live.

He said: “The government’s failure to pass the Renters (Reform) Bill before the dissolution of Parliament today is a huge betrayal of London’s 2.7m private renters, who are left with the threat of eviction hanging over their heads.

“These latest statistics from City Hall are shocking and the unacceptable delay to this vital Bill will leave even more renters in the capital at unnecessary risk of housing insecurity and homelessness.”

“I’m doing all I can to build a better, fairer London for everyone by supporting tenants, but I cannot act alone. Renters rights must be a national priority and no-fault evictions banned for good.”

Law needs to be strengthened in favour of tenants

The Mayor of London vows to protect tenants despite having no formal powers over renting.

Mr Khan has rolled out several initiatives, including the Rogue Landlord and Agent Checker, Property Licence Checker, and the Report a Rogue Landlord and Letting Agent tool.

He also has implemented new rules in which Met police officers operate on a presumption against evicting tenants when they are called out to landlord-tenant eviction disputes.

Mr Khan believes the law needs to be strengthened in favour of tenants and is urging the next elected government to make abolishing Section 21 a first-day priority.

Pass Renters Reform legislation immediately

The Shadow Minister for Housing and Planning, Matthew Pennycook says Labour will protect renters and abolish Section 21 immediately if they win the general election.

He said on x, formerly Twitter: “The Tories promised renters in 2019 they would scrap section 21 evictions.

“Sadiq Khan is right to call out their failure to honour that commitment. Labour will deliver where the Tories have failed and pass renters reform legislation immediately abolishing ‘no-fault’ evictions.”

From the statistics quoted in this article the number of No fault eviction claims (not actual evictions) is really quite low - around 1% over 5 years
So what is all of the fuss about?
We have to remember’No fault’ is not a true statement of the reason behind the process. Maybe all that’s needed here is for the reason to be stated. We would then see true cause and where the issue related to bad landlord and/or bad tenant. Knowing this allows the reader to consider the value of the statistics and complaints raised against the No fault eviction process

Is all this because they REALLY want to ensure a LL has to give a precise reason for possession?
I believe it has nothing to do with what the reason at all, it's just the effect of being given notice and the implication this is having on the councils - which is where most tenants probably end up going to for help that's the driving factor in all this.
The fact that those evicted will struggle to find a new place to live because there is a national shortage of housing (social in particular) is the issue here, nothing more, and apparently this is all the PRS's fault.
A ban on S21's will not mean there will be less possession notices issued overall, just that S8's will be used instead, and many will be forced to simply use the mandatory sales ground instead.
For others who used S21 to expedite possession (having set aside a plan to claim rent arrears at the same time), will simply issue S8 listing a mandatory ground AND also list arrears - as there is nothing to lose by doing this at the same time.
Tenants (and Labour) will very soon see that the loss of S21 will not mean any less possessions, nor a reduction in the numbers seeking accommodation BUT indeed an increase, because what landlord is going to knowingly take on a rent arrears risk for example where the previous landlord has to go through a S8 process...?
If rent arrears are declared via a S8 (when ordinarily they would not have been), then the reason for possession will be clearly documented.
In fact, many S8's will be publicly accessible by the nature of them being decided in court. I just read and interesting article....

How many of these "no fault" evictions were because of the landlord selling up?
They might finally join the dots.

Oh, and I look forward to seeing the Rogue Tenants Checker and the Report a Rogue Tenant register.

As Mayor of London he has no responsibility or capability to house anyone, deserving or not. That's the local authorities job.

Like Sh##er and Gen Rent, this is just activism by those who house nobody.

The sad bit is how many are gullible enough to believe that tenants interests are truly served by the activists...
