If you've got a loft above the bathrooms, you could install what my electrician calls an 'in line' extractor. The air flow is much greater than the others and they have worked well for me

I'd recommend something with a humidistat so that it runs as long as the bathroom is humid.
Having a quick look on Screwfix it details the dB level of all the fans it sells so pick the quietist you can afford.

I would perhaps look to see if you can fix the current ones so that the tenants can't turn them off first. Then test to see if this solves the issue first before replacing with humidistat. Much less of an issue surely if there is a constant ventilation. If the ones installed are 'silent' there should be very little disturbance when they are on as it is.

As usual this has a lot to do with tenant usage. I currently live in a flat where the bathroom has no windows. There is a basic extractor fan which of course I use every time I have a bath/shower and it stays on for about 5 minutes afterwards. I also leave the door open during/after using it and when the heated towel rail isn't on I don't leave wet towels in there. I have had no problem at all with condensation/peeling paint.

If not able to fit an inline fan, recommend Axflow iCON30 which has a better flow curve than many and specify the humidistat version. Be aware the length of the duct run to outside has a considerable affect on performance, with most specifications quoting flow rate to free air and thus not allowing for duct loss.

Before you get a new fan, have you checked the setting? Lots of fans have a high and low setting that can be changed by moving a jumper under the casing. Also, check the overrun timer, I would say it needs to be a good 15 minutes for a bathroom.

Beforehand I would check the extractor ducting, if it's flexi possibly torn or your installer pulled a joint out.
Also, just double check you don't have a leak. Unusual for the damp to get to the outside in the bedroom as a result of extractor.
If you're going for a replacement fan consider fitting a centrifugal timer model. These are better at pushing air over long distance or around corners. Additional, could add a humidistat.
On the tenant side, you can bypass the fan isolator switch and put a blanking plate. Then fan always active with the light on. Just tell them it's new regs.

I would recommend a 'continuous running' fan with 'boost' when the light is on. In any case it would need to be powerful enough for the ducting length, start by searching 'nuaire cyfan' .Make sure the tenants can't get to the isolation switch aswell.
