My neighbour built a glorified recycled sort of shed on his rear boundary with mine on which I have 3 other houses additionally bordering my rear garden. He built it to add a high square shaped salvaged conservatory roof. However under Permitted Development rights the enforcement officer informed the neighbour the construction required a planning application. Even after the neighbour removed the roof it was some 3 mtrs with a flat roof so for the side aspect and entry visible from his property he laid slabs to give the illusion of meeting full 2.5 mtr height having taken a photograph with the paving raised sending it off to planning office so gave him a certificate without veiwing the construction. His surface water is draining into my garden instead of naturally draining down hill it’s flooding my property and where he’s created a dam it’s rising over 4” above my DPC causing damp. Is it
Lawful to deliberately deceive the Local Authority in such a manner there is a recycled solar water heating panel at least another metre higher on top which dwarfs my properties roof height of 2.7 meters which had plans ?
