Labour vows to extend Awaab’s Law to the PRS

Labour’s Angela Rayner says the party will extend Awaab’s Law to landlords in the private rented sector (PRS).

She told Good Morning Britain viewers – see the video below – this will protect 1.6 million children who live in cold, damp or mouldy homes owned by private landlords, according to data from Citizen’s Advice.

Awaab’s Law was named after Awaab Ishak, a two-year-old boy who died in 2020 from a respiratory condition caused by mould at his home in Rochdale, Greater Manchester.

His home was ‘unfit for human habitation’, an inquest found.

Promised to deliver Awaab’s Law for social housing

The Government has promised to deliver Awaab’s Law for social housing, but Labour says this is not enough and wants to close a loophole that excludes private landlords from the legislation.

Ms Rayner, Labour’s Deputy Leader, said: “The private rented sector has widespread problems with damp, mould and cold, driven by the poor energy efficiency of privately rented homes.

“It is a no-brainer to extend Awaab’s Law to the private rented sector and that is exactly what Labour will do.”

Labour is urging the Government to back its plan in amendments to the Private Renters Bill, which will be debated in Parliament in February.

Forcing landlords to investigate hazards within two weeks

A consultation on Awaab’s Law, launched earlier this month, proposes forcing landlords to investigate hazards within two weeks, to fix issues within a further seven days and make emergency repairs within 24 hours. Landlords who fail to comply could be dragged to court and ordered to pay compensation.

Ms Rayner also revealed that she had friends and family who were afraid to complain about their living conditions for fear of being evicted.

She said: “The problem we’ve got is a problem of supply.

“Many people are living in homes that they know are not good for their health and the health of their children.

“But they know that if they raise these concerns and the local authority condemns the property, that they’ll end up homeless.”

People were being relocated to other boroughs

Ms Rayner added that some people were being relocated to other boroughs where there are more homes available, disrupting their lives.

She said: “Some families are ending up 20, 30 – even 200 miles away from where they live, so the children can’t go to the local school.

“If they are in work they can’t get to their job. So, it has a real knock on effect on people.”

Raynor says she has friends who were afraid to complain, well raynor has a landlord of 25 years intheprs l have had tenants who have caused damp issues , doing unauthorised work inprpperties what happens there miss raynor, is it eviction, and compensation for the landlord?

Then Labour need to get a massive supply of tents, for all the homeless and boat people that will be in need of accommodation, as many many more PRS landlords will be leaving the sector.

Had to visit one of my tenants a few days ago as they said there were damp issues. In lounge was a clothes horse with washing drying on it. I’ve had air bricks installed a few years back when previous tenants were in situ. I’ve told them to dry their washing outside but they say it’s too cold. I remember my mother used to do the washing outside in the yard in a twin tub washer, then she had put it all through a mangle. Never had any damp issues when I was a child.
I’ve offered to buy the tenants a dehumidifier to see if that helps.

By a no brainer, perhaps Angela means only a person with no brain wound implement this legislation. Sadly the defects in Awaab's home were never properly assessed. No significant building defects were relevant. The heating used and moisture sources were not properly determined but should have been. The coroner acted more out of emotion determining the mould could not have been caused by lifestyle, but she failed to find the cause and mould can be caused as easily as a food recipe with the right mix of temp ventilation and moisture. (The spores are widely present). Because these factors were unknown the verdict appeared unsafe yet the ombudsman had also decided lifestyle cannot cause mould and persecutes landlords who say it does. Poor investigation and decision making is causing issues in the housing sector and possibly increased homelessness.

My mum had a tub machine and a mangle too -they where a great idea. She also had a rack that was hoisted up to the ceiling to dry the washing. It was so good that I decided to get one myself and installed it in the conservatory - fabulous!

I’d wager that your mum had an open fire and a very leaky house that allowed damp air to be replaced with drier air from outside. She probably had a colder house too.

How do the current political parties keep managing to find these complete fools?
What's worse is that they promote them to positions of power!

Literally another blatant tout for votes from another politician.
1. Does she really care about the public?
= NO
2. Does she know what she is talking about as in, is she an architect or construction expert of some kind?
= NO
3. Do you know any landlord or agent in the PRS that doesn't respond to an emergency repair within 24 hours? (respond not complete repair as that is often impossible).
= NO
4. Again do you know any landlord or agent in the PRS that doesn't carry out general repairs in a timely manner normally within 14 days if parts/materials delivery timescales allow?
= NO.

So to summarise another completely nonsensical diatribe by another vote seeking politician. NO surprise there eh?

One of our clients where we provide a let only service has a grade 2 listed block of flats with extreme restrictions on the materials used.

She has been literally pulling her hair out over the past 5 years as the local authority is refusing to allow her to upgrade the building. To make it nicer and more energy efficient for her tenants.
She asked me to compile a report based on HHSRS regulations and habitable property for tenants regulations which I said I was happy to provide free of charge as she is a regular client and it would make the letting of her properties far easier for us in the long term.

Aside from multiple insulation issues which we are arguing the main bone of contention is the huge single glazed wooden sash windows (georgian style). She has tried secondary glazing, but it has made little or no difference at all.
The only wood sash window manufacturers who can make replica windows which are double glazed are quoting her almost £2000.00 per window (insane). She simply can't afford that as these are low cost flats between £350.00 to £400.00 per calendar month. So there is little or no profit on the building. The owner also cannot sell the building as the issues arise re the grade 2 listing restrictions. So I produced the report which was very detailed and also explained that the local authority's lack of support was to the detriment of the actual tenants and went against their own legislation as it stands today without any further laws being added. I explained that we had sourced two manufacturers who could provide replica double glazed wood grained upvc sash windows at a price that our client could afford without seeking any assistance fro the local authority or their conservation officer.

Their answer was in layman's terms, dont even bother making an application as it will be refused point blank. If you want to appeal blah blah blah get a solicitor etc.

The lunatics are in control of the asylum !!!
