We must:- Supply the local authority with a copy of this report within 7 days of receiving a request for a copy.

-Supply written confirmation of the completion of the remedial works from the electrician to the tenant and the local authority within 28 days of completion of the works.

Does the last part mean only if the LA previously requested a copy, or after all remedial works even if they didn’t?

I absolutely agree with you, the regulations make it very clear.
The guidance notes are just a total waste of time and create unnecessary confusion.

That's all well and good and part 2. section 5c requires a landlord to provide the council (within 28days) with confirmation the remedial works for an unsatisfactory EICR have been carried out.
But what do you do when no one in the council has any idea of the legislation, and has no idea where you should send that confirmation? It's hard to comply with the legislation when you have no one at the local authority to send that confirmation to!
It tells me local authorities are incompetent (nothing new there) - but it doesn't help me and other landlords from being in breach further down the road...despite us trying to fulfil out legal obligations.

I think you simply send to council to comply with regulation, and keep evidence of this. What they do with it is up to them.
What's important is, you have complied.
