Fire doors and who certifies competent installers?

Hi, after 50 years in the rental business, I’ve recently become a landlord of a shared flat classified as an HMO, though not a “true” HMO. I’ve been asked to provide both an FD30 fire door certificate and proof of a “competent installer.”

The challenge I’m facing is finding an installer who can self-certify their own competence. From my understanding, BM Trada is the only organisation that can certify the installation. Is this correct? However, I’m having trouble locating anyone willing to certify a single door in a residential property, as opposed to commercial projects.

I’m struggling with what to do? Can anyone from the Property118 community please advise.

Who needs this certificate? Is it the council if so which one, and what if you are no longer able to contact the original installer? Most FD30 doors have a label on them at the top, this should still be there and that is your proof that the door meets the FD30 standard, as for installer you just have to say who you used and you could ask him to confirm that he installed it as per requirements of a fire door installation with all gaps on sides and top between 2-3mm with smoke and intumescent strip. take pictures of it and send it off.
They can't hang you for that.
My HMO was inspected by Newham and they just looked at the doors, door handles, self closing mechanism, fur and intumescent strip and did not even measure any gaps and were satisfied that all was well.

I think you need to write them back and attach pictures of the label and explain that the installer had not given you a certificate of competence, but you engaged him in good faith that he knew what he was going to undertake., I never questioned my installer if he was competence as all I asked him was if he is able to hang Fire Doors as they require strict standards and even gaps with intumescent strips, he replied yes I have hung hundreds of them, that was good enough for me.

I read something about this recently. What a cheek! As long as the doors are properly fitted, I can't see that any council can demand a certificate is provided. I'm an accountant but despite this, I can use a pencil, tape measure, router, saw, hammer, chisels, screwdriver and electric planer. With these items, I managed to fit 2 fire doors to a satisfactory standard and no concerns were raised by council staff. Whether the end result meets the necessary standard is what's important, not some bureaucrat ticking a box!

I had a HMO inspected by Newham also and they were just happy that the fire doors were in place.
Have you had a HHSRS done, if you have surely that would would suffice.

I asked the HMO licence inspector to visit pre the work to understand exactly what needed to be done and agree acceptable alternatives as necessitated by cost or practical barriers. He warned me that fitting fire doors what not enough and that standards in relation to fitting would need to be followed. He suggested I arrange for him to visit to inspect the first new door before progressing with the others. I am considering selling so have not moved forward with the work.

You don't need to certify I'm fairly positive when you do need is a "competent" person to confirm that the fire door conforms to the Fire Safety Regulations 2023. That can be you if you think you are competent or if you don't, and it's not rocket science, pay for a fire risk assessment at around £200 plus VAT

I might do what you suggest.
It does boili down to costs.
The authority is Lambeth.
I have not increased the rent for the last 3 years. The rent is minimum £500 pcm below the market rent.

Please confirm the HHSRS is done by the Local authority, and not the Landlord.
As far as I know, Lambeth have not done one.
They inspected, issued the Licence with conditions.

Thank you. I refurbished the flat some years back to a high standard, complying with all Building Regs - even higher than the Building Regs.
I never wanted it to be an HMO.
Three people in 3 bedrooms, two bathrooms, large kitchen and sitting area.

It is a question of costs.
If Lambeth insists, then I may have to obtain another unnecessary fire risk assessment done.
I don’t think £200 plus VAT will apply to Inner London.
