Unfortunately I think it's just procedure. The written application was refused so the next stage is an oral application. Could be that the judge genuinely thinks that there isn't a case or that they're just playing for time.

They could be playing for time. It took way longer than it should have done to get the initial judgement. Maybe they're hoping S24 will cause a few ripples in the direction they want even if it's repealed a year down the line. Just speculating.

Apologies for the spam - I've read up on the process a little more and I was wrong to state it was just procedural. Application for an oral permission hearing could have been refused just like the written application was. This would have then meant the start of an appeal process. However it has been accepted. This means there will be a court hearing to decide if an actual Judicial Review is permitted.

I checked the Shelter website: http://england.shelter.org.uk/media/press_releases/articles/350,000_renters_put_at_risk_of_eviction_in_the_last_year_equivalent_to_more_than_the_population_of_leicester
It states that 350,000 renters are at risk of eviction. That figure is likely to increase with the application of Section 24. Perhaps our Big Boys could make that clear to Shelter and take them on our side? Just a thought.

BBC is also writing about renting today, http://www.bbc.com/news/uk-england-36794222. It states "Unless rents start coming down, the capital and its hinterland will start losing workers and that will weaken the national economy." Section 24 is of course not mentioned. No space for comments. Will BBC listen to us?
IMH if we do not get tenants and tenants organisation on board, not that much can be achieved.

I have contributed a few times to the case, however do not hold my breath with the Judicial Review, especially in the current political circumstances.

Shelter's eyes and ears are shut as far as landlords are concerned. They have made it clear they would rather tenants suffer than do anything that might possibly also be in landlords' interests. Theirs is a blind hatred of us. So I wouldn't personally work on that avenue at the moment - I have done so several times and the letters I and others wrote and received from Campbell Robb are in articles on this site.
There are, however, lots of ways to work on this in addition to the JR. A very positive step would be to write to Gavin Barwell, the new Minister for Housing. He seems an excellent choice for us as he has been against things like licensing. We should be trying to get him on side regarding S24 so that he will make representations to Philip Hammond. That would be a far more productive use of anyone's time than bothering with Shelter, in my view.

He is going to be key to this in my view waste of time shelter the new government is the best way forward in my opinion

Thank you both Rosalind and NW Landlord for your comments - I did not realise that Shelter can actually be against the tenants well-being. How very naive of me!
I am putting off the rent increase hoping - like NW Landlord - that the Gov will come to their senses.
It looks as they need all available money to get the economy going (or so I read in City a.m. today). During the last recession the PRS invested a lot and helped the economy enormously. Now the Gov needs again this money to come back to the property market. The capital will come - I guess - when the S24 and 3% of additional stamp duty is abolished.
Perhaps that can be added to the letter to Gavin Barwell? How do I contact him - directly or will an open letter be sent?

As if financial attacks from Her Majesties Government were not enough, RBS now has super wheeze, paying them to hold our money.
"Charging you interest on credit balances - global interest rates remain at very low levels and in some markets are currently negative. Dependent on future market conditions, this could result in us charging interest on credit balances. We'll provide you with the appropriate notice before doing so, should this situation ever arise."
I have today closed all my RBS accounts.
