Mr Osborne tweeted it had been a "privilege" to be chancellor, adding: "Others [118 members?] will judge - I hope I've left the economy in a better state than I found it."

S24 was enshrined in law when the Finance Act 2015 was given Royal Assent in Nov 2015...

You're right though, it seems the Finance Bill 2016 offers the opportunity for amendments but I've not seen anyone propose changing S24 at that level. Could be wrong, and you'd think one of the sympathetic MPs would have done so.

Theresa May: David Gauke appointed Chief Secretary to Treasury

Can’t win them all.

I think though Gauke was just Osbo’s puppet, let’s see what happens under Hammond.

Wikipedia has him as the Financial Secretary to the Treasury.
Thier layout of Treasury positions suggests he is third most senior in that department

Thanks Barry, you are quite correct.
I mistakenly trusted the Wiki page for lesser positions without checking, because they updated their page for the Cabinet within seconds of each announcement.

David Gauke, has caused most damage to Landlords. Although we thought it was directly coming from George Osborne. I am not sure, what influence if any he would have on Tax implementation as a "Chief Secretary to the Treasury".

I had an appointment with him when he was Financial Secretary last year, specifically to discuss C24. He was all for It, said they had considered all options before implementing it. He hoped institutional investors would take over more of the PRS. But as Barry suggested upthread, he may have just been following orders...
