Yes, in RTB sales, the tenant pays the discounted price and the government (in one form or another) pays the rest.

The seller doesn't lose out (other than she has to sell when she might prefer not to).

Here is the timetable for further discussion of the Finance Bill by the Public Bill Committee. The next meeting is 13 October so we have a few weeks to continue to lobby MPs, make submissions etc.

There does not seem to be any amendments about Clause 24 yet.

The way that Corbin talked about it, as I understood it was that 11% discount would come from the seller, 11% from the mortgage companies and 11% from the government.

There was a comment earlier in this thread (have been away a few days and cannot find it now) that public awareness of this was low as there was no facbook or twitter campaign.

I do not subscribe to either but whoever made the comment is 100% correct.

In order to take this to the big wide world landlords need to get on social media and make sure all their contacts are aware of the forthcoming changes.

A facebook group which can be linked to will create the groundswell that is needed to get the petition up to 100,000 signatures.

Last mass appropriation of property was in the 1530s - Dissolution of the monasteries by Henry VIII - that gave everything to the very rich and caused mass homelessness (not just of monks). Unless you count the nationalization of the railways in 1948. Oh and the mines, of course

Right to buy for private renters would be too tricky in my view. Instead its more likely that the government will try to make it more difficult for the BTL sector to exist therefore encouraging the sectors to shrink (which on average will mean current tenants buying)

Also much of the private rental sector is for groups sharing a home whereas council Property tends to be for a family or individuals. I can see a family might want to buy but how would it work for a group of students or young unrelated groups living together?

Simon the problem of trying to get a large public campaign is that its likely someone will set up a campaign for the opposite and that may win the 'votes'
