Boris U-TURN – New Planning Reforms ditched!

New planning reforms set in motion by Robert Jenrick, Boris Johnson and Dominic Cummings are to be scrapped.

Boris Johnson draws property industry’s ire over watered-down planning reforms. Plans aimed to curb councils’ power to oppose developments and speed up delivery of new homes in England scrapped.

Property developers have criticised the government for watering down proposals to overhaul England’s planning system, warning it could undermine Boris Johnson’s plan to build 300,000 new homes a year.

The UK prime minister’s proposals for a “once in a generation” reform of the planning system, unveiled last August, aimed to curb the power of local councils to oppose developments in an attempt to speed up the delivery of new housing and infrastructure.

I think Boris might just have woken up to the fact that a lot of people don't want their communities destroyed by rapacious developers and if it looks as though that's happening they will just vote for somebody else.

You have a point and thats why the Amersham by election probably went the way it did

The irony is we do not need to undertake massive rebuilding on green belts or protected areas

It was demonstrated recently we have enough buildings in stock that are empty to create over 1m dwellings by changing there use to houses or flats - we should seize this opportunity to be environmental and reuse repurpose what we already have

I agree. I was in Birmingham recently and lost track of the number of signs I saw for vacant offices on just one street. The trouble is that builders prefer to build on green spaces because it's cheaper; builders don't pay VAT on new build properties but they do pay VAT on renovations; and developers want to build where the value of houses is highest which means that if you live somewhere nice a developer is going to want to stick another 300-500 houses next to you. And you're going to fight this. Or you are going to vote for somebody else.

agree cost is a factor - however new builds are bland, homogenous and like retail centres could be in any town as all identical

VAT should be flipped over to encourage a change from new build to repurposing

I agree that VAT should be flipped to encourage a change from new-build to repurposing. There is a lot of energy tied up in existing housing and existing office buildings. The existing tax system just encourages developers to demolish and start again; when they start again they put in the minimum of insulation but mostly there are no renewable heating sources installed, no photovoltaic panels or tiles. About the only "sustainable" thing they occasionally do when they demolish is that sometimes they will put the existing building materials through a concrete crusher and use that for the driveway of whatever they are building. But mostly it's just waste and in most cases they would rather build on greenfield land anyway because it's cheaper.

Boris knows that local communities get furious at the idea of power being taken from them to pander to outsiders. And not just open space or lovely scenery is destroyed. Near me in London the main developer problem is hundreds of luxury homes build for sale to very wealthy folk who need to park lots of money outside their own countries. These places are kitted out with all the best but lie empty and dark. London isn't the money laundering capital of the world for nothing. And before you ask, this does NOT help small landlords with "normal" properties in these areas, nobody wants to pay a fortune to actually live somewhere this deserted.

Really great point. Dont know any oligarchs myself, but same in rural devon and cornwall with second homes I guess
