I have been following with interest the issues that Mick Roberts is facing in Nottingham with this unfair scheme called selective licensing!
Walsall Council have recently ratified a scheme at cabinet level.
Below is the full response from HM Treasury and Housing Minister,Gavin Barwell, to my MP Emma Reynolds who raised concerns on my behalf concerning Section 24 and the ban on Agents fees:

Not everyone claiming benefits is a pariah- some of our best tenants are claiming benefits and many, due to their circumstances, have done for many years. They are long term tenants.

Dear Mr Whitehouse,
Thank you for your e-mail concerning whether a Class G exemption would be applied by Wolverhampton Council to empty properties for Council Tax purposes.
This is something that we have already considered as it has been brought to our attention previously.
Our view is that a Class G exemption is applicable when a property is prohibited by law from occupation. The restrictions placed upon movement as a result of Coronavirus certainly makes things more difficult but it does not prohibit the letting of property.
We are also still receiving notifications of changes of address which suggests that many people are still finding it possible to move home at this time.
If an individual or business held liable for Council Tax can demonstrate that they are suffering hardship then an application can be made for a Section 13a Discretionary Relief payment.... Read More

I have just spent hours explaining to residents in a cul de sac that I can't evict a tenant who is causing their lives to be a misery by extreme ASB!!
I served the s21 but my window of opportunity to apply to the courts will fall in the three months ban and I have to start again.
How is this fair on law abiding citizens!!... Read More

Absolutely correct. I’ve been a landlord in the Black Country for 18 years. As an age yew manage roughly 400 properties- we have served more S21s in the past 5 months than we’ve served in the past 18 years.
Why?
Because of the impact of the following-
1. Universal credit
2. Restrictions on mortgage interest tax relief
Mark your 12 month prediction is a certainty and I don’t suppose government will do anything until this situation is causing them the embarrassment it surely will.
I find that local councils here in the Midlands are trying to offer incentives to good landlords to help with the lack of available properties but are increasingly hamstrung by the number of landlords exiting the market and the number refusing to accept UC tenants because of delays in the first payment and the difficulty in obtaining an APA for vulnerable tenants prior to them going headlong into rent arrears... I am a natural Tory voter. My wife and I are retired police officers. After 60 combined years of public service we invested in buy to let property utilising BTL mortgages. We now have a portfolio of quality rental properties and often rent to disadvantaged and vulnerable people. We are rated as 5 star by our local council in Wolverhampton.
This IS A BUSINESS and is supported by BTL mortgages.
Our intention was to pass this onto our children- who by the way have all been to university and together with us are of no burden on the state. In fact we have opened a letting agency and employ 5 staff.
So how does a CONSERVATIVE government reward me????
It introduces the most unfair tax ever to be thought up. Clause 24, it prevents me off setting all my running costs against tax!
It is putting a total ban on tenant letting fees, instead of capping them and then interferes with how much deposit I can take after I have risk assessed a tenant!!!
A CONSERVATIVE GOVERNMENT!!!!
Well the result of the tenant fee ban is that extra costs will transfer to landlords who will want to increase rents. They may decide to manage themselves and I will make staff redundant.
However, the biggest issue is by far clause 24. I have had the rug pulled from under me by this government. I am being forced to sell properties so that I can pay down mortgages to move them into a limited company in the most cost effective way. A CONSERVATIVE GOVERNMENT is forcing me to reduce my stock and thereby reduce the number of rental properties available.
