Angela Rayner tells Shelter: Labour will ban no-fault evictions

Angela Rayner has promised a Labour government will immediately end Section 21.

Ms Rayner claims the Tories “have completely failed a generation of renters” by not passing the Renters (Reform) Bill.

Housing charity Shelter met Ms Rayner in Darlington on the general election campaign trail.

Labour will immediately end no-fault evictions

The Renters (Reform) Bill failed to pass before the general election despite the Labour party claiming they would have supported it.

In the interview, a Shelter spokesperson asks what a Labour government will do to end the housing emergency in England.

In a video posted on X, formerly Twitter, Ms Rayner said: “The Tories have completely failed a generation of renters and people who need a home.

“Homelessness has got worse under the Tories. Labour will immediately end no-fault evictions which the Tories promised and never delivered.”

We’ll build more social homes

Ms Rayner also claims a Labour government will build more social homes.

She adds: “We’ll build 1.5 million homes which will include social homes, so we have the homes we need for the future. We’ll push developers in their 106 notices to get the infrastructure and the social housing we need as part of those developments.”

Take a look at the ‘LabourList Report’ recommendations re’ the private rented sector commissioned by Labour - it’s eye watering stuff! It basically says eviction will be virtually impossible for whatever reason - even selling! Investment property values will slump as no one will touch them! Get in touch with your local Labour candidate and those at the top let them know your feelings whilst the manifesto is still being prepared - as I have done! Be quick!

The government are falling on death ears to landlords. They are not listening to the facts that landlords are giving notices to tenants and selling up due to high overheads with rising mortgages, taxes building/repair costs not to mention rent arrears or damage done to the property. So long as the government are getting their money they don't care. Labour are only going to make things worse with abolishing Section 21 and introducing council licences (yet another added expense) along with more tough legislation for landlords. It's because they want to save money in rehousing evicted tenants particularly the bad ones by keeping them in landlords properties so it's not their problem.

Under the present system, it recently took 10 weeks for a Section 21 hearing to be scheduled in, with 15 minutes being the allowed hearing time.
Under her system, how many months or years does Rayner propose it will take to schedule in a hearing and how much time will be allowed?

Surely there is a lengthy process to go through before section 21 can be removed from legislation. It would not be emergency amendment so will have to go through the same procedure that the Conservatives Tenant Reform Bill went through. Am I correct? Any legal experts out there that can advise?

Continuing this theme, I'd say Angela thinks people should be allowed to live for free if they can't pay their mortgage "through no fault of their own".
There would be no car repossessions if people don't pay "through no fault of their own".

This is my main concern. How long would it take for Red Angela to ban section 21? Could she stop section 21's already served?
I can't afford to risk it so will probably serve them before the election.

Hi….From The Independent Landlord. The Renters Reform Bill has been scrapped, and did not make it onto the statute book before parliament was dissolved on 30 May, ahead of the General Election on 4 July. This is because the Bill was not included in the list for “wash-up”, the last few days of a Parliament when the Government sought to rush through legislation still in progress ahead of the election.

As the Renters Reform Bill did not get over the line, a new government would need to start from scratch if they wish to reform the private rented sector, including the abolition of Section 21.

When it is a nice sunny day such as it is today, I get up and think that it would be fun to evict a couple of tenants at random for absolutely no reason. All my section 21's are automated, so it is a simple one click task to generate all the paperwork, including the latest How to rent booklet, EPC, EICR and a certificate of service. One of my many employees will deliver the paperwork whilst I lounge smirking in my armchair. Now I do this on a nice bright summer’s day because I know that the tenant, who has not done anything wrong, will probably be evicted in six months, in the depths of winter. This gives me great personal satisfaction that I have caused misery for perfectly good tenants. I care not one jot that I now have to pay council tax on the empty property, which may well take many months to refurbish and fill. I care not for the court fees. I care not that the tenant will not pay any rent while the possession is in process. I care not that the tenant will now be so angry that he trashes the property. I will sleep well while the tenant, who remember has done nothing wrong, tosses and turns in bed full of fear for the future. Good business decision, well maybe not good, but certainly satisfying to my enormous ego.
I may well do the same next month.
If Angela Rayner abolishes Section 21 it will take all the fun out of letting.

I take no pleasure in issuing a section 21. I haven't issued any before without good reason, such as non payment of rent or not looking after the property.
I had not planned on doing this so soon - I was planning to sell next year. Well done Red Angela, my poor tenants could have lived there for another 6 months.

Why does Red Angela keep saying she'll scrap section 21 from day 1?
I think there may be a mechanism for her to do this - I think they did it in Scotland?
